Mae'r Rheoliadau hyn yn diwygio Rheoliadau Bwydydd Proses sydd wedi'u Seilio ar Rawn a Bwydydd ar gyfer Babanod a Phlant Ifanc 1997 mewn perthynas â Chymru, wrth weithredu Cyfarwyddeb 1999/39/EC y Comisiwn sy'n diwygio Cyfarwyddeb 96/5/EC ar fwydydd proses sydd wedi'u seilio ar rawn a bwydydd ar gyfer babanod a phlant ifanc.
Mae'r rheoliadau'n estyn y gwaharddiadau ar gynhyrchu a gwerthu yn Rheoliadau 1997 i fwyd o'r natur honno sy'n cynnwys gweddillion plaleiddiaid unigol dros lefel o 0.01 mg/kg, a fesurir pan fydd yn barod i'w ddefnyddio neu pan fydd wedi'i hailgyfansoddin unol â chyfarwyddiadau'r gwneuthurwr (rheoliad 2(b)), a diweddaru'r cyfeiriad at Gyfarwyddeb 1996 (rheoliad 2(a)).
Mae arfarniad rheoliadol ar gyfer y Rheoliadau hyn wedi'i baratoi yn unol ag adran 65 o Ddeddf Llywodraeth Cymru 1998 ac wedi'i osod yn llyfrgell Cynulliad Cenedlaethol Cymru. Gellir cael copïau oddi wrth yr Asiantaeth Safonau Bwyd, Llawr 1, Southgate House Caerdydd CF10 1EW.
