These Regulations implement in Wales the restrictions on imports and exports of certain animals and animal products in accordance with Commission Decision 2001/356/EC (OJ No. L125 4.5.2001, p.40) concerning certain protection measures concerning foot-and-mouth disease in the United Kingdom and repealing Commission Decision 2001/172/EC (OJ No. L 94, 3.4.2001, p 27). They extend the period of application of the provisions previously contained in the sixth import and export regulations (S.I. 2001/1801 (W.130))(which they repeal and replace) in accordance with Commission Decision 2001/372/EC (OJ No. L130, 12.05.2001 p.47). They also consolidate the amendment made to those sixth regulations by S.I. 2001/1884 (W.135).

They continue to regulate the export of biungulates, fresh meat, meat products, milk, milk products and other animal products. They contain powers of inspectors, and provisions relating to illegal consignments.

Breach of the regulations is, under regulation 20, punishable—

a

on summary conviction, to a fine not exceeding the statutory maximum or to imprisonment not exceeding three months or to both;

b

on conviction on indictment, to a fine or to imprisonment for a term not exceeding two years or to both.

Certificates issued in England, Scotland and Northern Ireland are valid under these Regulations (regulation 21).

The Regulations are enforced by the Minister or the local authority (regulation 22).

These Regulations apply from 19th May 2001 until midnight on 19th June 2001.
