16.—(1) Rhaid i aelod sydd â buddiant personol mewn mater a bennir ym mharagraff 12 ac sy'n mynd i gyfarfod o'r awdurdod pan yw'r mater yn cael ei drafod, ddatgelu bodolaeth a natur y buddiant ar ddechrau'r drafodaeth honno, neu pan amlygir y buddiant. Mewn achos o'r fath caiff aelod siarad ond rhaid iddo beidio â phleidleisio ar y mater.
(2) Rhaid i aelod sydd â buddiant personol mewn mater a bennir ym mharagraffau 13 neu 14 uchod ac sy'n mynd i gyfarfod o'r awdurdod pan yw'r mater yn cael ei drafod, ddatgelu bodolaeth a natur y buddiant ar ddechrau'r drafodaeth honno, neu pan amlygir y buddiant. Mewn achos o'r fath rhaid i'r aelod hwnnw dynnu'n ôl rhag ystyried y mater oni roddir gollyngiad iddo gan y pwyllgor safonau perthnasol.
(3) Rhaid i aelod sydd â buddiant personol mewn mater na phennir mohono ym mharagraffau 12, 13 neu 14 ac sy'n mynd i gyfarfod o'r awdurdod pan yw'r mater yn cael ei drafod, ddatgelu bodolaeth a natur y buddiant ar ddechrau'r drafodaeth honno, neu pan amlygir y buddiant. Os yw'r buddiant personol hwnnw o fath y gallai aelod o'r cyhoedd yn rhesymol ddod i'r casgliad y gallai effeithio'n arwyddocaol ar allu'r aelod i weithredu ar ragoriaethau'r achos yn unig ac er lles y cyhoedd yn unig pe bai'r aelod hwnnw i gymryd rhan yn y drafodaeth ar y mater hwnnw, rhaid i'r aelod hefyd dynnu'n ôl rhag ystyried y mater oni roddir gollyngiad iddo gan y pwyllgor safonau perthnasol.
