Rhaid i gynllun a wneir o dan y Rhan hon ddarparu bod gan unrhyw aelod o awdurdod nad yw'n gynghorydd yr hawl i gael taliad drwy lwfans colled ariannol, sef taliad nad yw'n fwy na swm unrhyw golled neu enillion a gafwyd yn ôl yr angen neu unrhyw gostau ychwanegol (heblaw costau mewn perthynas â theithio neu gynhaliaeth) a dynnwyd yn ôl yr angen wrth gyflawni dyletswydd a gymeradwywyd fel aelod o'r awdurdod.
