Mae'r Rheoliadau hyn yn diwygio Rheoliadau Diwygio'r Drefn Brydlesol (Hysbysiadau) 1997 ac yn darparu ffurflenni hysbysu newydd sydd i'w defnyddio gan denantiaid sy'n gwneud cais i ryddfreinio ac ymestyn prydlesi hir o dan Ddeddf Diwygio'r Drefn Brydlesol 1967. Mae'r ffurflenni newydd i gael eu defnyddio ar gyfer ceisiadau a wneir ar neu ar ôl 1 Ionawr 2003. Mae modd defnyddio hefyd ffurflenni sy'n sylweddol debyg i'r rhai a ragnodir.
Mae mwyafrif y diwygiadau yn ddiwygiadau canlyniadol i'r rhai a wnaed i Ddeddf Diwygio Prydlesi 1967 gan Bennod 4 o Ran 2 o Ddeddf Diwygio Deiliadaeth ar y Cyd a'r Drefn Brydlesol 2002 a gyflwynodd y newidiadau canlynol i'r rheolau cymhwyso ar gyfer rhyddfreinio ac ymestyn prydlesi:
(i)diddymu'r prawf preswylio, yn ddarostyngedig i rai eithriadau;
(ii)gofyniad newydd, sef bod raid i'r tenant fod wedi dal y brydles am ddwy flynedd;
(iii)diddymu'r prawf rhent isel;
(iv)yr hawl i brynu'r rhydd-ddeiliad o fewn cyfnod estyniad o'r brydles;
(v)hawliau a rheolau cymhwyso newydd ar gyfer cynrychiolwyr personol lesddeiliad ymadawedig.
