13.—(1) Yn ddarostyngedig i baragraffau (2) a (3), rhaid i berson sy'n gwneud cais am ganiatâd i ollwng organeddau a addaswyd yn enetig, o fewn deg diwrnod fan bellaf ar ôl iddo anfon y cais hwnnw i Gynulliad Cenedlaethol Cymru, beri i hysbysiad yn cynnwys yr wybodaeth ganlynol gael ei gyhoeddi mewn cyhoeddiadau sydd i'w pennu gan Gynulliad Cenedlaethol Cymru—
(a)enw a chyfeiriad y ceisydd,
(b)disgrifiad cyffredinol o'r organeddau sydd i'w gollwng,
(c)lleoliad a diben y gollyngiad,
(ch)dyddiad neu ddyddiadau arfaethedig y gollyngiad,
(d)datganiad y caiff gwybodaeth am y cais ei gosod ar y gofrestr gan Gynulliad Cenedlaethol Cymru o fewn deuddeg diwrnod i'r cais ddod i law,
(dd)drwy ba fodd y gellir archwilio'r gofrestr,
(e)datganiad y bydd Cynulliad Cenedlaethol Cymru yn ystyried unrhyw sylwadau a gyflwynwyd iddo mewn perthynas â risgiau o beri niwed i'r amgylchedd a allai ddeillio o ollwng yr organeddau a addaswyd yn enetig o fewn cyfnod y bydd yn ei bennu yn unol â'r Rheoliadau hyn,
a rhaid iddo anfon copi o'r cyhoeddiad sy'n cynnwys yr hysbyseb yn ddi-oed i Gynulliad Cenedlaethol Cymru.
(2) Nid oes rhaid i hysbysiad o dan baragraff (1) uchod gynnwys yr wybodaeth y cyfeiriwyd ati yn is-baragraffau (c) ac (ch) o'r paragraff hwnnw i'r graddau nad yw'r Penderfyniad Cyntaf y Weithdrefn wedi'i Symleiddio (planhigion cnwd) yn ei gwneud yn ofynnol i'r wybodaeth honno gael ei chyflwyno gyda'r cais ac nad yw'r wybodaeth honno yn cael ei chyflwyno gyda'r cais.
(3) Rhaid i geisydd am ganiatâd ddarganfod oddi wrth Gynulliad Cenedlaethol Cymru lefel y manylion ar gyfer y man gollwng a gaiff eu gosod ar y gofrestr a chynnwys yr un lefel o fanylion yn yr hysbysiad sydd i'w gyhoeddi o dan baragraff (1) uchod.
(4) Rhaid i berson sy'n gwneud cais am ganiatâd i ollwng organeddau a addaswyd yn enetig, o fewn deg diwrnod wedi iddo anfon y cais hwnnw i Gynulliad Cenedlaethol Cymru, hysbysu'r personau canlynol yn ysgrifenedig ei fod wedi gwneud y cais a rhaid iddo gynnwys yn yr hysbysiad hwnnw yr wybodaeth a ragnodwyd ym mharagraff (1)(a) i (e), ac eithrio i'r graddau y mae paragraff (2) yn caniatáu i'r fath wybodaeth gael ei heithrio o'r hysbysiad y cyfeirir ato ym mharagraff (1)—
(a)yr awdurdod lleol ac unrhyw gynghorau cymuned ar gyfer ardal neu ardaloedd pob gollyngiad arfaethedig,
(b)perchenog neu berchnogion y safle neu safleoedd pob gollyngiad arfaethedig, os yw'n berson heblaw am y ceisydd,
