Dyletswyddau Cynulliad Cenedlaethol Cymru wrth gael ceisiadau am ganiatâd i ollwngLL+C
21. Ar ôl cael cais am ganiatâd i ollwng organeddau a addaswyd yn enetig, rhaid i Gynulliad Cenedlaethol Cymru—
(a)hysbysu'r ceisydd yn ysgrifenedig o'r dyddiad y daeth y cais i law;
(b)gwahodd unrhyw berson drwy gyfrwng cais sy'n cael ei osod ar y gofrestr, i gyflwyno sylwadau iddo mewn perthynas â'r gollyngiad cyn diwedd cyfnod sydd i'w bennu, sef cyfnod y mae'n rhaid iddo beidio â bod yn llai na chwe deg diwrnod o'r dyddiad y daeth y cais i'w law;
(c)sicrhau bod crynodeb o'r cais hwnnw ar y ffurf a sefydlwyd gan y Comisiwn o dan Erthygl 11(1) o'r Gyfarwyddeb Gollyngiadau Bwriadol yn cael ei anfon ymlaen i'r Comisiwn o fewn 30 diwrnod;
(ch)archwilio'r cais i weld a yw'n cydymffurfio â gofynion y Ddeddf a'r rheoliadau hyn;
(d)gwerthuso'r risgiau y bydd yr amgylchedd yn cael ei niweidio gan y gollyngiad arfaethedig gan barchu'r asesiad risg amgylcheddol;
(dd)cymryd i ystyriaeth unrhyw sylwadau sy'n ymwneud â risgiau o beri niwed i'r amgylchedd drwy ollwng cyn diwedd y cyfnod a bennwyd yn unol â pharagraff (b) ac unrhyw sylwadau a wnaed gan awdurdod neu awdurdodau cymwys Aelod-wladwriaethau eraill wedi i'r Comisiwn ddosbarthu iddynt y crynodeb y cyfeirir ato ym mharagraff (c).
