6. A conclusion which addresses the proposed use of the product, risk management and the proposed monitoring plan, and states whether the relevant genetically modified organisms should be marketed and under which conditions, or should not be marketed, including reasons for that conclusion, and whether the views of the competent authorities of the other Member States and the Commission are being sought on specified aspects of the environmental risk assessment and what those aspects are.
