O dan adran 64(1) o Ddeddf Llywodraeth Leol 1972 (fel y'i hamnewidwyd gan Ddeddf Llywodraeth Leol (Cymru) 1994) yr oedd yn ofynnol i Gomisiwn Ffiniau Llywodraeth Leol Cymru adolygu'r trefniadau etholiadol cyn gynted â phosibl ar ôl yr etholiadau cyntaf i'r awdurdodau unedol ym Mai 1995.
Mae'r Gorchymyn hwn yn rhoi eiu heffaith (gyda rhai addasiadau) i'r cynigion a wnaed yn adroddiad Comisiwn Ffiniau Llywodraeth Leol Cymru yn Hydref 1999 ar gyfer Bwrdeistref Sirol Tor-faen.
Er bod y Gorchymyn yn diddymu'r holl adrannau etholiadol presennol yn y Fwrdeistref Sirol ac yn eu disodli ag adrannau etholiadol newydd, yn ymarferol bydd y mwyafrif yn aros yr un fath.
Nid oes unrhyw newid i adrannau Abersychan, Blaenafon, Bryn-wern, Coed Efa, Gogledd Croesyceiliog, De Croesyceiliog, Cwmynysgoi, Fairwater, Greenmeadow, Llantarnam, Gogledd Llanyrafon, De Llanyrafon, Pant-eg, Pontnewydd, Pontnewynydd, Pont-y-pŵl, Snatchwood, St Cadocs a Phen-y-garn, Llanfihangel Llantarnam, Trefddyn, Two Locks, Cwmbrân, Waunfelin.
Er hynny bydd adrannau presennol New Inn Isaf a New Inn Uchaf yn cael eu cyfuno i ffurfio etholaeth adran etholiadol New Inn. Bydd yn cynnwys Cymuned New Inn ac yn cael ei chynrychioli gan dri chynghorydd.
