These Regulations are made under the Children Act 1989 (“the 1989 Act”) and the Care Standards Act 2000 (“the 2000 Act”) and apply to Wales only. They—replace the Foster Placement (Children) Regulations 1991 (as amended), governing the approval of foster parents and the placement of children with them by local authorities and voluntary organisations under, respectively, Parts III and VII of the 1989 Act; andprovide a new regulatory framework for fostering agencies and local authority fostering services.

A contravention or failure to comply with any of the provisions of regulations 3 to 23 and 42 to 46 is to be an offence.

The National Assembly may bring proceedings against a person who was once, but no longer is, a registered person, in respect of a failure to comply with regulation 22 after he or she ceased to be a registered person.
