5. Os yw band prisio trosiannol wedi'i ddynodi mewn cysylltiad ag annedd ar gyfer y cyfnod trosiannol neu unrhyw ran ohono, rhaid penderfynu ar atebolrwydd i dalu treth gyngor ar yr annedd honno a chyfrifo'r dreth gyngor fel pe bai cyfeiriadau yn Neddf 1992 at y band prisio a restrir ar gyfer yr annedd yn gyfeiriadau at y band prisio trosiannol y dynodir ei fod yn gymwys i'r annedd honno.
