The National Assembly for Wales makes the following Regulations in exercise of the powers conferred on the Secretary of State under sections 113(1) and (2) and 116(1) of, and paragraphs 1 and 2(4) of Schedule 2 to, the Local Government Finance Act 1992(1) which are now vested in the National Assembly for Wales so far as exercisable in Wales(2).
