7. Where a statement prepared under paragraph 4(7) specifies the landlord’s reasons for being unable to comply with sub-paragraph (6) of that paragraph, the landlord shall, within 21 days of receiving sufficient information to enable the landlord to estimate the amount, cost or rate referred to in sub-paragraph (4), (5) or (6) of that paragraph, give notice in writing of the estimated amount, cost or rate (as the case may be)—E+W
(a)to each tenant; and
(b)where a recognised tenants' association represents some or all of the tenants, to the association.
