O dan Ran II o Ddeddf yr Iaith Gymraeg 1993 (“y Ddeddf”) gall Bwrdd yr Iaith Gymraeg roi hysbysiad ysgrifenedig i unrhyw gorff cyhoeddus lunio Cynllun Iaith Gymraeg. Mae adran 6 o'r Ddeddf yn rhestru amryw o gyrff cyhoeddus at ddibenion Rhan II o'r Ddeddf ac yn darparu bod yr Ysgrifennydd Gwladol (y Cynulliad Cenedlaethol bellach) yn cael pennu cyrff cyhoeddus pellach at y dibenion hynny.
Mae'r Gorchymyn hwn yn pennu cyrff cyhoeddus pellach at ddibenion Rhan II o'r Ddeddf sef cyrff sy'n ymgymerwyr dŵr neu ymgymerwyr carthffosiaeth, neu'r ddau, ac sy'n gweithredu yng Nghymru.
Mae pedwar Gorchymyn blaenorol wedi'u gwneud o dan adran 6 o'r Ddeddf:
Gorchymyn Cynlluniau Iaith Gymraeg (Cyrff Cyhoeddus) 1996 (O.S. 1996/1898);
Gorchymyn Cynlluniau Iaith Gymraeg (Cyrff Cyhoeddus) 1999 (O.S. 1999/1100);
Gorchymyn Cynlluniau Iaith Gymraeg (Cyrff Cyhoeddus) 2001 (O.S. 2001/2550 (Cy.215)); a
Gorchymyn Cynlluniau Iaith Gymraeg (Cyrff Cyhoeddus) 2002 (O.S. 2002/1441 (Cy.145)).
