Mae'r Gorchymyn hwn yn dod â ddarpariaethau amrywiol Deddf Tai 2004 (“Deddf 2004”) i rym o ran Cymru.
Daw darpariaethau Deddf 2004 a restrir o dan erthygl 2 i rym ar 14 Gorffennaf 2005. Maent yn darparu ar gyfer y canlynol:
(a)seiliau newydd dros wrthod cydsynio ag aseinio tenantiaeth ddiogel (mae adran 191 o Ddeddf 2004 yn mewnosod Sail 2A newydd yn Atodlen 3 o Ddeddf Tai 1985);
(b)dileu'r ddyletswydd sydd ar awdurdodau tai lleol o dan adran 167 o Ddeddf Llywodraeth Leol a Thai 1989 i anfon adroddiadau blynyddol at denantiaid (adran 227 o Ddeddf 2004); ac
(c)creu swydd Ombwdsmon Tai Cymdeithasol Cymru (mae adran 228 o Ddeddf 2004 yn mewnosod adrannau 51A, 51B a 51C yn Neddf Tai 1996 ac mae Atodlen 12 o Ddeddf 2004 yn mewnosod Atodlen 2A newydd yn y ddeddf 1996 honno).
Mae'r Gorchymyn hwn hefyd yn dod â newidiadau canlyniadol i rym (mae erthygl 2(dd) yn cyfeirio at y rhain).
