22.  In section 52 (duty to provide for named individuals)—

(a) in subsection (2) for “A council” substitute “The Learning and Skills Council for England or the National Assembly for Wales”;

(b) in subsection (3)—

(i) for “a council” substitute “the Learning and Skills Council for England or the National Assembly for Wales”;

(ii) for “that council” substitute “the council or (as the case may be) the National Assembly for Wales”.
