Hyd oni chaiff paragraff 3(5) o Atodlen 12 ei ddwyn i rym yn llawn o ran Cymru, mae adran newydd 3(3B) o Ddeddf Addysgu ac Addysg Uwch 1998 (y caiff ei mewnosod gan baragraff 3(5) o Atodlen 12 ei ddwyn i rym gan y Gorchymyn hwn) i gael effaith fel pe byddai'r geiriau “provisional registration or full” wedi'u hepgor, ac fel pe byddid wedi rhoi yn lle'r geiriau “relevant time” y geiriau “time of registration”.
