The National Assembly for Wales, being designated by the European Communities (Designation) (No.3) Order 2000 M1 for the purposes of section 2(2) of the European Communities Act 1972 M2 in relation to the requirement for an assessment of the impact on the environment of projects likely to have significant effects on the environment, in exercise of those powers, and in exercise of the powers conferred upon the Secretary of State by section 71A of the Town and Country Planning Act 1990 M3 and which are now exercisable in relation to Wales by the National Assembly for Wales M4, and all other powers enabling it in that behalf, makes the following Regulations:
