3.—(1) The National Assembly may pay financial assistance to a beneficiary towards expenditure incurred in connection with an approved operation [F1or approved setting up cost].
(2) Where the National Assembly makes payments of financial assistance, it may make such payments—
(a)at such a time, or by such instalments at such intervals or times as it thinks fit, and
(b)subject to such conditions relating to payment as it may determine.
[F2(3) The Welsh Ministers may enter into arrangements with a group which has been selected to implement a local development strategy in accordance with Article 37 of Commission Regulation 1974/2006, for that group to make payments of financial assistance on behalf of the Welsh Ministers and for that group to exercise powers of recovery in accordance with regulation 9]
