Hysbysu ymlaen llaw ynglŷn â chyflwyno cynhyrchion neu eu rhoi gerbron
17.—(1) Ni chaiff neb—
(a)dod â chynnyrch neu lwyth i Gymru o drydedd wlad; neu
(b)dod â chynnyrch Erthygl 9 neu lwyth o gynhyrchion Erthygl 9 i mewn i Gymru y mae eu safle arolygu ar y ffin ar gyfer cyrchfan yng Nghymru,
oni bai bod hysbysiad o'i gyflwyno wedi'i roi i'r milfeddyg swyddogol wrth safle arolygu ar y ffin a ddynodwyd ac a gymeradwywyd ar gyfer gwiriadau milfeddygol ar y cynnyrch neu'r llwyth hwnnw a bod copi ohono wedi'i anfon i swyddfa'r Comisiynwyr sy'n gyfrifol am yr ardal y mae'r safle arolygu hwnnw ar y ffin wedi'i leoli ynddi.
(2) Pan fo'r safle arolygu ar y ffin ar gyfer cyflwyno cynnyrch Erthygl 9 a'r safle arolygu ar y ffin ar gyfer cyrchfan cynnyrch Erthygl 9 neu lwyth o gynhyrchion Erthygl 9 ill dau yng Nghymru, ni chaiff neb roi'r cynnyrch neu'r llwyth gerbron wrth safle arolygu ar y ffin oni bai bod hysbysiad o'i roi gerbron wedi'i roi i'r milfeddyg swyddogol wrth safle arolygu ar y ffin ar gyfer cyrchfan a ddynodwyd ac a gymeradwywyd ar gyfer gwiriadau milfeddygol ar y cynnyrch neu'r llwyth hwnnw a bod copi o'r hysbysiad hwnnw wedi'i anfon i swyddfa'r Comisiynwyr sy'n gyfrifol am yr ardal y mae'r safle arolygu hwnnw ar y ffin wedi'i leoli ynddi.
(3) O ran yr hysbysiad y cyfeiriwyd ato ym mharagraffau (1) a (2)—
(a)rhaid iddo fod ar y ffurf a nodir fel Rhan 1 o'r ddogfen fynediad filfeddygol gyffredin;
(b)caniateir iddo gael ei ddarparu ar ffurf electronig;
(c)rhaid iddo fod yn Gymraeg neu yn Saesneg a hefyd yn un o ieithoedd swyddogol y gyrchwlad yn y tiriogaethau perthnasol y cyfeirir atynt yn yr hysbysiad, os gwlad wahanol i'r Deyrnas Unedig yw'r gyrchwlad;
(ch)rhaid iddo gyrraedd y safle arolygu ar y ffin cyn i'r cynnyrch neu'r llwyth gael ei ddadlwytho o'r cyfrwng cludo a ddaeth ag ef i Gymru; a
(d)yn achos hysbysiad a roddwyd i safle arolygu ar y ffin ar gyfer y gyrchfan, rhaid iddo bennu pa wiriadau sydd wedi'u gwneud wrth y safle arolygu ar y ffin ar gyfer cyflwyno.
