Mae'r Gorchymyn hwn yn gwneud diwygiadau sy'n gysylltiedig â sefydlu Byrddau Iechyd Lleol yng Nghymru o 1 Ebrill 2003 a diddymu Awdurdodau Iechyd ar yr un dyddiad. Mae'r Gorchymyn yn diwygio deddfiadau yn briodol er mwyn adlewyrchu'r ffaith y trosglwyddwyd swyddogaethau'r hen Awdurdodau Iechyd i'r Cynulliad o dan y Gorchymyn Awdurdodau Iechyd (Trosglwyddo Swyddogaethau, Staff, Eiddo, Hawliau a Rhwymedigaethau a Diddymu (Cymru) 2003 (O.S. 2003/813) a gwnaed swyddogaethau o'r fath wedyn yn arferadwy gan Fyrddau Iechyd Lleol o dan y Rheoliadau Byrddau Iechyd Lleol (Swyddogaethau) (Cymru) 2003 (O.S. 2003/150). Mae'r Gorchymyn yn gwneud diwygiadau pellach i ddeddfiadau o ganlyniad i, neu mewn cysylltiad â, diddymu Awdurdodau Iechyd Cymru.
Mae'r Gorchymyn hefyd yn darparu mewn perthynas ag is-ddeddfwriaeth bod pob cyfeiriad at Awdurdod Iechyd neu Awdurdodau Iechyd yn cael eu trin fel cyfeiriadau at Fwrdd Iechyd Lleol neu Fyrddau Iechyd Lleol oni bai bod y cyd-destun yn mynnu fel arall.
