Mae'r Rheoliadau hyn yn diwygio Rheoliadau Safonau Sootechnegol 1992, O.S. 1992/2370 (“Rheoliadau 1992”).
Mae'r diwygiadau'n rhoi effaith i'r diwygiadau i Gyfarwyddeb y Cyngor 87/328/EEC ar dderbyn, at ddibenion bridio, anifeiliaid bridio o frid pur o'r rhywogaeth fuchol (OJ 1 167, 26.6.1987, t. 54) a wnaed gan Gyfarwyddeb y Cyngor 2005/24/EC o ran defnyddio ofa ac embryonau a chanolfannau storio ar gyfer semen o anifeiliaid bridio o frid pur o'r rhywogaeth fuchol (OJ L78, 24.3.2005, t.43).
Mae rheoliad newydd 6 o Reoliadau 1992, a ychwanegir gan reoliad 2 o'r Rheoliadau hyn, yn gosod rhwymedigaethau ar gyrff cydnabyddedig o ran casglu, prosesu a storio semen buchol. (Caiff y term “recognised organisation” ei ddiffinio yn rheoliad 2(1) o Reoliadau 1992.)
Diwygir Rhan V o Atodlen 3 i Rheoliadau 1992 er mwyn ei gwneud yn ofynnol i gyrff cydnabyddedig dderbyn, at ddibenion bridio, ofa ac embryonau buchol.
