The Welsh Ministers, having consulted such persons as they consider appropriate1, make the following Regulations in exercise of the powers conferred upon them by Sections 12(2), 14(1)(d), 15(3), 16(1), 16(3) 22(1), 22(2)(a), (c) and (d), 25(1), 42(1) and 118(5) to (7) of the Care Standards Act 20002.
