Mae'r Rheoliadau hyn yn diwygio ymhellach Reoliadau'r Gwasanaeth Iechyd Gwladol (Treuliau Teithio a Pheidio â Chodi Tâl) (Cymru) 2007 (“y prif Reoliadau”).

Mae'r prif Reoliadau'n darparu fod pobl sydd naill ai'n cael budd-daliadau gwladwriaeth penodol neu sydd ar incwm isel yn cael peidio â thalu ffioedd penodol, ac yn cael ad-daliad am ffioedd penodol, sef ffioedd a fyddai'n daladwy fel arall o dan Ddeddf y Gwasanaeth Iechyd Gwladol (Cymru) 2006, ac yn cael taliad am dreuliau teithio sy'n cael eu hysgwyddo wrth sicrhau rhai o wasanaethau'r GIG (“treuliau teithio GIG”).

Wrth gyfrifo adnoddau a gofynion person o dan y prif Reoliadau er mwyn canfod a oes gan berson hawl i beidio â thalu taliadau GIG a thalu treuliau teithio GIG, defnyddir fersiwn addasedig o Reoliadau Cymhorthdal Incwm (Cyffredinol) 1987.

Mae'r Rheoliadau hyn yn diwygio'r diffiniad o “teulu” (“family”) yn Rheoliad 2 i'r prif Reoliadau ac yn diwygio rheoliad 5 (hawl i beidio â thalu ffi o gwbl ac i gael ad-daliad llawn) i ddarparu y bydd gan berson sy'n derbyn lwfans cyflogi a chefnogi sy'n gysylltiedig ag incwm hawl i gael ad-daliad llawn o daliad GIG a thaliad llawn o dreuliau teithio GIG heb fod angen iddo hawlio taliad neu ad-daliad o'r fath.

Maent hefyd yn diwygio testun Cymraeg y prif Reoliadau i fewnosod yn nhestun Cymraeg rheoliad 2 (dehongli) y diffiniad o “lwfans cyflogi a chefnogi sy'n gysylltiedig ag incwm” ac i gyfeirio at y lwfans hwn yn nhestun Cymraeg is-baragraff (d) o reoliad 5(1) (hawl i beidio â thalu ffi o gwbl ac i gael taliad llawn).
