Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd gan adran 56(1) a (2) o Ddeddf Cyllid 1973 1973(1) ac sydd bellach wedi'u breinio ynddynt hwy gan adran 59(5) o Ddeddf Llywodraeth Cymru 2006(2), a pharagraph 1A o Atodlen 2 i Ddeddf y Cymunedau Ewropeaidd 1972(3), a chyda chydsyniad y Trysorlys, yn gwneud y Rheoliadau a ganlyn.
Enwi, cymhwyso a chychwyn
1. Enw'r Rheoliadau hyn yw Rheoliadau Milheintiau a Sgil-gynhyrchion Anifeiliaid (Ffioedd) (Cymru) (Diwygio) 2008, maent yn gymwys o ran Cymru a deuant i rym ar 1 Ionawr 2009.
Diwygiadau
2.—(1) Diwygir Rheoliadau Milheintiau a Sgil-gynhyrchion Anifeiliaid (Ffioedd) (Cymru) 2008(4) fel a ganlyn.
(2) Ar ôl rheoliad 3, paragraph 1(dd), mewnosoder—
“(e)cynnal profion o dan bwynt 4(b)(i) o Ran D o Atodiad II i'r Rheoliad Ewropeaidd;
(f)cynnal profion o dan bwynt 4(b)(ii) o Ran D o Atodiad II i'r Rheoliad Ewropeaidd;
(ff)cynnal profion o dan bwynt 4(b)(iii) o Ran D o Atodiad II i'r Rheoliad Ewropeaidd(5).”
(3) Ar ôl rheoliad 3, paragraff 2(b), mewnosoder—
“(c)y person sydd â gofal daliad pan wneir profion mewn perthynas â'r gweithgareddau ym mharagraffau (1)(e), (1)(f) ac (1)(ff).”

Mae'r Rheoliadau hyn yn gymwys o ran Cymru ac yn gwneud darpariaeth i Weinidogion Cymru godi ffioedd am gynnal profion y caiff ffermwyr ofyn amdanynt o dan Reoliad y Comisiwn (EC) Rhif 1237/2007 (OJ Rhif L280, 24.10.2007, t.5). Mae'r Rheoliadau hyn yn diwygio Rheoliadau Milheintiau a Sgil-gynhyrchion Anifeiliaid (Ffioedd) (Cymru) 2008
