The Welsh Ministers, in exercise of the powers conferred upon the Secretary of State by sections 34 and 60 of the Fire and Rescue Services Act 20041, and in exercise of the power in section 62 of that Act, and now vested in them2, and having consulted such persons as they consider appropriate in accordance with section 34(5) of that Act, hereby make the following Order:
