The Welsh Ministers, having been designated1 for the purposes of section 2(2) of the European Communities Act 19722 in relation to the requirement for an assessment of the impact on the environment of projects likely to have significant effects on the environment, in so far as it concerns town and country planning, make the following Regulations:
