1. These Regulations, which apply in relation to Wales, revoke the Local Health Board (Constitution, Membership and Procedures) (Wales) Regulations 2003 (S.I. 2003/149 (W.19))(“the 2003 Regulations”) and the Local Health Boards (Constitution, Membership and Procedures) (Wales) (Amendment) Regulations 2007 (S.I. 2007/953 (W.84))(“the 2007 Regulations). They make provisions for the constitution and membership of the Local Health Boards including their procedures and administrative arrangements.E+W
2. Part 2 of these Regulations make provisions—E+W
(a)for the composition and membership of the Boards (regulation 3);
(b)for the appointment of their members (regulation 4);
(c)for eligibility requirements for their members (regulation 5 and Schedule 2);
(d)in relation to tenure of office, termination of appointment and suspension of their members (regulations 6 to 12).
3. Part 3 contains various provisions in relation to the proceedings of the Board including the powers of the vice-chair, procedures for meetings and provisions about when a member is prohibited from voting.E+W
4. Part 4 sets out transitional arrangements for Powys Teaching Local Health Board and provides for new members to be appointed and for existing members to cease to be members.E+W
5. Part 5 contains transitional arrangements for the new Local Health Boards to replace the existing Local Health Boards and provisions to revoke the 2003 Regulations and the 2007 Regulations.E+W
6. A regulatory impact assessment has been prepared in connection with these Regulations. A copy can be obtained from the Welsh Assembly Government, Cathays Park, Cardiff CF10 3NQ.E+W
