Proceedings for costs by an enforcing authority26
No proceedings for the recovery of costs may be commenced by the enforcing authority under these Regulations after a period of 5 years has elapsed since—
a
the completion of the measures to which the proceedings relate, or
b
the identification of the operator liable to carry out the measures,
whichever is the later.
