Cyllid
40.—(1) Caiff Gweinidogion Cymru dalu i'r Bwrdd CIC ac i'r Cynghorau y cyfryw symiau sydd eu hangen ym marn Gweinidogion Cymru er mwyn i'r Bwrdd CIC a phob un o'r Cynghorau gyflawni eu priod swyddogaethau o dan y Rheoliadau hyn, a chaniateir talu'r cyfryw symiau hynny ar y cyfryw adegau ac yn ddarostyngedig i'r cyfryw amodau a bennir gan Weinidogion Cymru o bryd i'w gilydd.
(2) Rhaid i'r Bwrdd CIC gyflwyno i Weinidogion Cymru, yn y ffurf ac erbyn y dyddiad a fynnir gan Weinidogion Cymru, pa bynnag amcangyfrifon a fynnir gan Weinidogion Cymru, o wariant disgwyliedig y Bwrdd CIC yn ystod pa bynnag flynyddoedd ariannol a bennir gan Weinidogion Cymru.
(3) Rhaid i bob Cyngor gyflwyno i'r Bwrdd CIC, yn y ffurf ac erbyn y dyddiadau a bennir gan y Bwrdd CIC, pa bynnag amcangyfrifon a fynnir gan y Bwrdd CIC, o wariant disgwyliedig pob Cyngor yn ystod pa bynnag flynyddoedd ariannol a bennir gan y Bwrdd CIC.
(4) Rhaid i'r Bwrdd CIC gadarnhau symiau'r amcangyfrifon a gyflwynir o dan baragraff (3), naill ai gydag addasiadau neu hebddynt neu'n ddarostyngedig i ba bynnag amodau a ystyrir yn briodol gan y Bwrdd CIC, a chaiff y Bwrdd CIC amrywio'r cyfryw gadarnhad neu amodau ar unrhyw adeg, ac argymell symiau o'r fath i Weinidogion Cymru ar gyfer eu talu o dan baragraff (1).
(5) Rhaid i'r Bwrdd CIC a'r Cynghorau beidio â thynnu gwariant uwchlaw'r symiau a gymeradwyir gan Weinidogion Cymru o dan y rheoliad hwn.
