3.  In regulation 23(1) of the Foot-and-Mouth Disease (Control of Vaccination) (Wales) Regulations 2006(1), for “Divisional Veterinary Manager of the State Veterinary Service for the area in which that animal is located” substitute “Welsh Ministers”.
