Minutes shall be kept of proceedings of the Valuation Tribunal, the Governing Council and the other committees and sub-committees of the Valuation Tribunal and the Governing Council.

Minutes of any such proceedings shall be evidence of those proceedings if they are signed by the person purporting to have acted as chairperson of the proceedings to which the minutes relate or of any subsequent proceedings in the course of which the minutes were approved as a correct record.

Where minutes of any such proceedings have been signed as mentioned in paragraph (2), those proceedings shall, unless the contrary is shown, be deemed to have been validly convened and constituted.

This regulation applies to meetings or determinations of members of the Governing Council when acting under regulation 8(2) as it applies to proceedings mentioned in paragraph (1).
