The Welsh Ministers, in exercise of the powers conferred upon the Secretary of State by paragraph 19(2) and (3) of Schedule 1A to the School Standards and Framework Act 19981 and now vested in them2, and in exercise of the powers conferred on the National Assembly for Wales under section 19 of the Education Act 20023 and now vested in them4, make the following Regulations:
