Nodyn Esboniadol

(Nid yw'r nody hwn yn rhan o'r Rheoliadau)

Mae bathodyn person anabl (sy'n cael ei adnabod fel “Bathodyn Glas”) yn galluogi deiliad y bathodyn i fanteisio ar amryw o gonsesiynau parcio ac esemptiadau rhag ffioedd penodol sy'n gymwys i fodurwyr eraill. Mae Rheoliadau Personau Anabl (Bathodynnau ar gyfer Cerbydau Modur) (Cymru) 2000 (O.S. 2000/1786 (Cy.123)) (“y Prif Reoliadau”) yn gwneud darpariaeth ynglŷn â rhoi bathodynnau gan yr awdurdodau lleol.

Mae'r Rheoliadau hyn yn diwygio'r Prif Reoliadau, yn bennaf, drwy ei gwneud yn ofynnol i waith dylunio a gweithgynhyrchu'r bathodynnau gydymffurfio â gofynion technegol sydd gryn dipyn yn fwy soffistigedig, a'r rheiny wedi'u bwriadu i leihau'r risg o ffugio bathodynnau.

Mae'r diwygiadau arwyddocaol eraill yn cynnwys dileu'r ffi am fathodyn i ymgeiswyr newydd ac am adnewyddu bathodynnau sydd eisoes yn bod, codi'r uchafswm ffi o £2 i £10 am fathodyn yn lle un arall ac am fathodyn sefydliad, a galluogi'r awdurdodau lleol i wrthod rhoi bathodyn neu i dynnu bathodyn yn ôl yn sgil un gollfarn o dan y ddeddfwriaeth sy'n cael ei defnyddio i erlyn am fod bathodynnau wedi'u camddefnyddio'n dwyllodrus.

Mae asesiad effaith rheoleiddiol llawn o effaith y diwygiadau ar y gost i fyd busnes ac i'r sector gwirfoddol ar gael oddi wrth Yr Is-Adran Trafnidiaeth Integredig, Parc Cathays, Caerdydd, CF10 3NQ.
