The Welsh Ministers, in exercise of the powers conferred by sections 74(2) and 75(3) of the Children and Families (Wales) Measure 2010(1), make the following Order:
1.—(1) The title of this Order is The Children and Families (Wales) Measure 2010 (Commencement No. 7) Order 2013.
(2) This Order applies in relation to Wales.
(3) In this Order—
“the 2010 Measure” (“Mesur 2010”) means the Children and Families (Wales) Measure 2010;
“local authority area” (“ardal awdurdod lleol”) means that geographical area of Wales for which a local authority has responsibility.
2.—(1) The provisions of the 2010 Measure specified in paragraph (2), insofar as they are not already in force, come into force on the day after the day on which this Order is made.
(2) The provisions referred to in paragraph (1) are:
(a)section 58 (10) (assignment of local authority functions and referrals); and
(b)section 59 (2) (funding and expenditure).
3.—(1) The provisions of the Children and Families (Wales) Measure 2010 specified in paragraph (2), insofar as they are not already in force, come into force on 31 July 2013 in relation to the following local authority areas—
(a)Blaenau Gwent;
(b)Caerphilly;
(c)Flintshire;
(d)Monmouthshire; and
(e)Torfaen.
(2) The provisions are—
(a)section 57 (establishment of integrated family support teams);
(b)section 58 (functions of integrated family support teams) with the exception of subsection (6)(b), (c) and (d);
(c)section 59 (resources for integrated family support teams);
(d)section 60 (composition of integrated family support teams);
(e)section 61 (establishment of integrated family support boards);
(f)section 62 (functions of integrated family support boards);
(g)section 64 (annual reports on integrated family support teams);
(h)section 65 (guidance about integrated family support teams).

This Order brings into effect the provisions of Part 3 of the Children and Families (Wales) Measure 2010 (“the Measure”) in relation to five local authority areas.
It also commences certain regulation making powers in relation to all parts of Wales where they are not already in force. Article 2 commences sections 58(10) and 59(2) of the Measure which give the Welsh Ministers powers to make specific regulations to give effect to Part 3 of the Measure and are brought into force on the day after this Order is made.
The provisions in Part 3 of the Measure are already in force in relation to the local authority areas of Cardiff, the Vale of Glamorgan, Carmarthen, Ceredigion, Merthyr Tydfil, Newport, Pembrokeshire, Rhondda Cynon Taff, Powys, Wrexham, Neath Port Talbot, Bridgend and Swansea.
Article 3 of this Order brings the Part 3 provisions into force in relation to a further five local authorities areas in Wales, namely Blaenau Gwent, Caerphilly, Flintshire, Monmouthshire and Torfaen on 31 July 2013.
The Part 3 provisions place a duty on the listed local authorities to establish one or more integrated family support (“IFS”) teams in their area. A Local Health Board whose area corresponds to the area of a local authority must participate in the establishment of an IFS team. Section 58 sets out the kinds of cases that can be referred to an IFS team and section 58(6) sets out categories of adults who may be subject to a family referral. Only paragraph (a) of section 58(6) is commenced, therefore an IFS team is only able to receive referrals in relation to families where a parent is dependent on alcohol or drugs. Sections 61 and 62 provide for the establishment of IFS boards to oversee the IFS teams.
