The Welsh Ministers, in exercise of the powers conferred on them1 by sections 2(6)(b) and (7), 4(6), 140(1), (7) and (8) and 142(1) of the Adoption and Children Act 20022 and by sections 14F(1)(b), (2), (7) and (8) and 104(1) of the Children Act 19893 make the following Regulations.
