(Nid yw’r nodyn hwn yn rhan o’r Rheoliadau)
Mae’r Rheoliadau hyn, sy’n gymwys o ran Cymru, yn diwygio ymhellach Reoliadau’r Gwasanaeth Iechyd Gwladol (Treuliau Teithio a Pheidio â Chodi Tâl) (Cymru) 2007 (“Rheoliadau 2007”). Mae’r Rheoliadau hynny yn darparu ar gyfer talu treuliau teithio i bersonau, ymhlith eraill, sydd ar incwm isel, a pheidio â chodi ffioedd y Gwasanaeth Iechyd Gwladol (GIG) ar y personau hynny, drwy gyfeirio at derfynau ar eu hincwm a’u cyfalaf.
Wrth gyfrifo adnoddau a gofynion person o dan Reoliadau 2007 er mwyn canfod a oes hawlogaeth gan y person hwnnw i beidio â thalu ffioedd GIG ac i gael taliad o dreuliau teithio GIG, mae fersiwn addasedig o Reoliadau Cymhorthdal Incwm (Cyffredinol) 1987 wedi ei chymhwyso.
Mae rheoliad 3 yn newid yr addasiad i reoliad 45 o Reoliadau Cymhorthdal Incwm (Cyffredinol) 1987, er mwyn codi’r terfyn cyfalaf rhagnodedig i £24,000 o 20 Mai 2014 ymlaen.
Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas â’r Rheoliadau hyn. O ganlyniad, ystyriwyd nad oedd yn angenrheidiol cynnal asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio â’r Rheoliadau hyn.
