In respect of applications for support made under regulation 5(1), the Welsh Ministers may only award support to one eligible student in each academic year.

Where more than one eligible student makes an application for support under regulation 5(1) in respect of the same academic year the Welsh Ministers must (if they have determined to award support) award that support to whichever of the eligible students the Welsh Ministers determine is most suitable to receive support.
