Mae Gweinidogion Cymru wedi eu dynodi at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(1) mewn perthynas â pholisi amaethyddol cyffredin yr Undeb Ewropeaidd(2) ac yn gwneud y Rheoliadau hyn drwy arfer y pwerau hynny, a’r pwerau a roddir gan baragraff 1A o Atodlen 2 i’r Ddeddf honno, a chyda chydsyniad y Trysorlys o dan adran 56(1) o Ddeddf Cyllid 1973(3).
Mae’r Rheoliadau hyn yn gwneud darpariaeth at ddiben a grybwyllir yn adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972, ac mae’n ymddangos i Weinidogion Cymru ei bod yn hwylus i’r cyfeiriadau yn y Rheoliadau hyn at yr Atodiadau i Reoliad y Cyngor (EC) Rhif 1099/2009 a fabwysiadwyd ar 24 Medi 2009 ar ddiogelu anifeiliaid adeg eu lladd(4) gael eu dehongli fel cyfeiriadau at yr Atodiadau hynny fel y’u diwygir o bryd i’w gilydd.
