The Welsh Ministers make these Regulations in exercise of the powers conferred on them by section 53(1) of the Well-being of Future Generations (Wales) Act 20151.

In accordance with section 54(4)(c) of that Act, a draft of this instrument has been laid before and approved by resolution of the National Assembly for Wales.
