3. An eligible student who falls within [F1paragraph 9, 9A, 9B, [F29BA,] 9C or 9D] of Part 2 of Schedule 1 does not qualify for a college fee loan under these Regulations if the eligible student is ordinarily resident in England, Scotland or Northern Ireland.
