The Welsh Ministers, in exercise of the powers: conferred on the Secretary of State by sections 173, 174 and 175 of the Town and Country Planning Act 19901 and sections 39 and 40 of the Planning (Listed Buildings and Conservation Areas) Act 19902, and now exercisable by them3; and the powers conferred on them by sections 208 and 2174 of the Town and Country Planning Act 1990, make the following Regulations:
