The Welsh Ministers make these Regulations in exercise of the powers conferred on the Secretary of State by sections 20 and 93 of the Planning (Listed Buildings and Conservation Areas) Act 19901 and now exercisable by them2 and the powers conferred on them by section 21 of that Act3 and by section 323A of the Town and Country Planning Act 19904:
