The Welsh Ministers, in exercise of the powers conferred on them by section 2D of, and Schedule 1B to, the Planning (Listed Buildings and Conservation Areas) Act 19901, and the powers conferred on the Secretary of State by section 93 of that Act and now exercisable by the Welsh Ministers2, make the following Regulations:
