Penodi is-gadeirydd pan fo’r cadeirydd wedi ei atal dros dro

11.—(1) Mae’r rheoliad hwn yn gymwys pan fo’r cadeirydd wedi ei atal dros dro o dan reoliad 9.

(2) Os yw is-gadeirydd wedi cael ei benodi o dan reoliad 10(1), mae’r penodiad hwnnw yn peidio â chael effaith.

(3) Caiff Gweinidogion Cymru ailbenodi’r person a grybwyllir ym mharagraff (2) neu benodi aelod arall nad yw’n swyddog i fod yn is-gadeirydd.

(4) Rhaid i benodiad is-gadeirydd o dan baragraff (3) fod am gyfnod nad yw’n hwy na’r cyfnod byrraf o’r canlynol—

(a)y cyfnod y mae’r cadeirydd wedi ei atal dros dro ar ei gyfer; neu

(b)gweddill cyfnod penodiad yr aelod nad yw’n swyddog yn aelod.

(5) Pan fo’r cyfnod y mae aelod wedi cael ei benodi’n is-gadeirydd ar ei gyfer yn dod i ben, caiff Gweinidogion Cymru ailbenodi’r aelod yn is-gadeirydd neu benodi aelod arall nad yw’n swyddog yn is-gadeirydd.

(6) Caiff person a benodir o dan baragraff (3) neu (5) ymddiswyddo, ar unrhyw adeg, o swydd yr is-gadeirydd drwy roi hysbysiad ysgrifenedig i Weinidogion Cymru.

(7) Caiff Gweinidogion Cymru derfynu penodiad person yn is-gadeirydd o dan baragraff (3) neu (5) os yw Gweinidogion Cymru yn meddwl y byddai er lles pennaf AaGIC i aelod arall nad yw’n swyddog fod yn is-gadeirydd.

(8) Os yw—

(a)person yn ymddiswyddo o swydd is-gadeirydd o dan baragraff (6); neu

(b)Gweinidogion Cymru yn terfynu penodiad person yn is-gadeirydd o dan baragraff (7),

caiff Gweinidogion Cymru benodi aelod arall nad yw’n swyddog yn is-gadeirydd o dan baragraff (3).
