1.—(1) The title of these Regulations is the Digital Economy Act 2017 (Commencement No. 1) (England and Wales) Regulations 2018.
(2) In these Regulations, “the 2017 Act” means the Digital Economy Act 2017.
2. The following provisions of the 2017 Act come into force on the day after the day on which these Regulations are made—
(a)section 35 (disclosure of information to improve public service delivery), but only for the purposes of making regulations in relation to the disclosure of information to or by a water or sewerage undertaker for an area which is wholly or mainly in Wales;
(b)section 38 (disclosure of information to water and sewerage undertakers etc.), but only for the purposes of making regulations in relation to the disclosure of information to or by a water or sewerage undertaker for an area which is wholly or mainly in Wales; and
(c)section 44 (regulations), so far as it relates to the purposes specified in paragraphs (a) and (b).
3.—(1) The following provisions of the 2017 Act come into force on 1 April 2018 so far as they relate to the disclosure of information to or by a water or sewerage undertaker for an area which is wholly or mainly in Wales—
(a)section 35 (disclosure of information to improve public service delivery), for all remaining purposes;
(b)section 38 (disclosure of information to water and sewerage undertakers etc.), for all remaining purposes;
(c)section 39 (disclosure of information by water and sewerage undertakers etc.);
(d)section 40 (further provisions about disclosures under any of sections 35 to 39);
(e)section 41 (confidentiality of personal information);
(f)section 42 (information disclosed by the Revenue and Customs);
(g)section 43 (code of practice);
(h)section 44 (regulations), for all remaining purposes;
(i)section 45 (interpretation of this chapter etc.);
(j)Schedule 4 (public service delivery: specified persons for the purposes of section 35);
(k)Schedule 6 (public service delivery: specified persons for the purposes of sections 38 and 39).
(2) Chapters 5 and 6 of Part 5 of the 2017 Act come into force on 1 April 2018, so far as they relate to the disclosure of information by the Welsh Revenue Authority.
