Contraventions by relevant suppliers
38. Any duty or requirement imposed by Parts 4 to 9 of these Regulations on a relevant supplier will be enforceable under section 18 of the Act by the Welsh Ministers or the Authority(1), whether or not the duty or requirement constitutes an offence.

See section 219(1) of the Act (as amended by section 101 of, and paragraph 27 of Schedule 7 to, the Water Act 2003) which defines “the Authority” as the Water Services Regulation Authority.
