Mae’r Rheoliadau hyn yn diwygio Rheoliadau Gwastraff Peryglus (Cymru) 2005 (O.S. 2005/1806 (Cy. 138)) (“Rheoliadau 2005”) er mwyn ategu Rheoliad (EU) 2019/1021 Senedd Ewrop a’r Cyngor ar lygryddion organig parhaus (ail-lunio) (OJ Rhif L 169, 25.6.2019, t. 45).
Mae Rheoliad (EU) 2019/1021 yn disodli ac yn diddymu Rheoliad (EC) Rhif 850/2004 Senedd Ewrop a’r Cyngor ar lygryddion organig parhaus (OJ Rhif L 158, 30.4.2004, t. 7).
Mae rheoliad 2 yn rhoi Atodlen 8 newydd yn lle’r un bresennol yn Rheoliadau 2005 er mwyn diweddaru cyfeiriadau at Reoliad (EU) 2019/1021.
Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas â’r Rheoliadau hyn. O ganlyniad, ystyriwyd nad oedd yn angenrheidiol cynnal asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio â’r Rheoliadau hyn.
