21. In section 144(1), for the definition of “registration authority” substitute—
““registration authority” (in Part 1)—
(a)
in relation to England, has the same meaning as in the Care Standards Act 2000 (c. 14), and
(b)
in relation to Wales, means the Welsh Ministers,”.
