4. Subject to articles 9 to 12 and 14 to 19, despite the disapplication by section 96 and paragraph 4(9) of the Schedule to the Act of Chapter 1 of Part 4 of the 1996 Act(1) in relation to a child who has identified special educational needs—
(a)the old law continues to have effect in relation to that child, and
(b)the new law does not have effect in relation to that child.
